Recently, the WeChat public account [Photovoltaic Information] (PV-info) reported that on April 20, the State Council held its nineteenth special study session on the theme of 'Coordinating Energy Security and Green Low-Carbon Transition, Accelerating the Construction of a New Energy System.'
Li Qiang pointed out that taking the initiative in energy security is crucial, and the key is to further optimize and adjust the energy structure, strengthen energy technological innovation, accelerate the construction of a new energy system, and promote the green and low-carbon transformation of energy production and consumption patterns. It is necessary to fully tap the supply potential of renewable energy, adhere to a nationwide coordinated approach, accelerate the construction of clean energy bases such as wind and photovoltaic power in the northwest, hydropower in the southwest, and offshore wind power in the east, vigorously develop distributed photovoltaics and dispersed wind power, and develop biomass, geothermal, and marine energy according to local conditions, promoting integrated development of new energy.
Continuous improvement of the clean and efficient use of fossil energy is required, accelerating energy-saving and carbon-reduction renovations of existing coal power units, and promoting the transformation of coal power to focus equally on basic security and system regulation. Efforts should be accelerated in building new types of power grids, actively exploring new architectures, technologies, and services, increasing investment in optimizing transmission channel layouts, strengthening backbone network construction, building new distribution systems, and improving energy storage and charging facilities. Using artificial intelligence to empower the digital and intelligent transformation of the grid will solidify the infrastructure base, enhance system coordination and regulation capabilities, and create a new power grid that is safe and reliable, green and low-carbon, strong and resilient, smart and flexible, better meeting the diversified energy demands for high-quality development.
Li Qiang emphasized that coordinating energy security and transition is a systematic project, requiring deepening reform and innovation in systems and mechanisms, fully mobilizing various parties’ enthusiasm, and unleashing the vitality of energy development. It is necessary to improve relevant standards and certification systems, enrich application scenarios, so that creators and users of green energy can realize green value through the market. Efforts should be made to advance the construction of a national unified electricity market, establishing mechanisms for access, regulation, and pricing that align with the development direction of the new energy system, enabling more business entities and electricity users to benefit from electricity trading.
